Off-plan vs ready property in Dubai: where should your 2027 budget go?

A smaller first payment can make an off-plan apartment look cheaper than a ready home. It may simply mean that more of the bill arrives later. For a 2027 investment, compare the full commitment and the date rent can actually begin. This worked example gives both purchases the same budget, then follows the cash through three years and a delayed handover.

The short answer depends on when you need income

Ready property is the more direct option if rental income needs to start soon and you want to inspect the finished building. Off-plan can spread the purchase payments and suit a buyer willing to wait for completion. Neither label tells you whether the asking price is attractive.

Ready does not mean rented from day one. Repairs, furnishing or finding a tenant can leave a completed apartment empty. Nor does off-plan mean buying at a discount: a new launch can carry a premium over existing homes. Compare similar unit sizes and locations, and make any difference in age or specification explicit.

This article was prepared on 19 October 2026 for buyers planning in 2027. Its figures are illustrative assumptions, not observed 2027 rents, market averages or promised returns. The purpose is to expose the timing of the investment, rather than predict which property will rise most in value.

Give both purchases the same total budget

Assume two hypothetical apartments each cost AED 1,500,000, with another AED 90,000 allowed for acquisition and setup. The total budget is AED 1,590,000 for either route. That allowance is a modelling assumption, not a quote for statutory fees or a claim that all purchases cost 6% extra. Get itemised costs for the actual transaction.

The ready apartment is bought at the start of January 2027. For this example, it is available to let immediately. The off-plan contract uses an assumed 40/20/40 schedule: AED 600,000 initially, AED 300,000 at the end of 2027 and AED 600,000 at handover at the end of 2028. That schedule is not a standard that every developer offers.

For simplicity, the full AED 90,000 cost allowance is paid or ring-fenced at the start in both cases. Actual fees and setup spending may fall on different dates. All funds are assumed available without borrowing, and unused cash earns nothing in this model. If you expect interest or investment income on money awaiting instalments, add it separately with its risks and tax treatment.

What the first 36 months produce

Assume either apartment can achieve AED 120,000 in scheduled annual rent once available. Deduct AED 30,000 a year for owner costs and lost rent: AED 15,000 for service charges, AED 5,000 maintenance, AED 6,000 management and AED 4,000 vacancy or non-payment. Net operating income is AED 90,000 a year. The vacancy allowance is deducted once from scheduled rent, not again from rent already adjusted for empty periods.

The ready apartment is modelled as producing that net income throughout 2027, 2028 and 2029. For off-plan, assume handover at the end of December 2028 and rent starting in January 2029, with no additional fit-out delay. Equal rent and costs are simplifying assumptions, not a claim that a new apartment and an older building will perform identically.

The result is AED 270,000 of net operating income from ready property against AED 90,000 from off-plan by the end of 2029. Both then own an apartment for which the full price has been paid. The AED 180,000 income gap is the cost of waiting in this model. It is not proof that ready property always offers the better total investment return.

Add a six-month handover delay

Move off-plan handover to the end of June 2029 and the first rent to July. The model now has six income-producing months before the comparison ends. At AED 7,500 net a month, that produces AED 45,000 instead of AED 90,000. The income gap against ready property grows to AED 225,000.

This is a stress test, not a prediction about a named project. We assume the same final price and cost allowance, no delay compensation and no rent before handover. The model excludes any extra accommodation or other costs caused by the delay. In reality, check whether the payment dates move with completion or remain fixed by the contract; delayed keys do not necessarily mean every payment is postponed.

If you need to live in the property, add the rent you would pay elsewhere while waiting. For an income investment, ask how long you can fund instalments without rent coming in. Both questions matter more than a projected annual yield quoted for a future completed apartment.

Check different risks for each route

For off-plan, verify the developer, project registration and payment destination before signing. DLD's investor FAQs explain the project escrow framework. Escrow regulates how project funds are handled; it should not be presented as a promise of punctual handover or a guaranteed profit. Review the sale agreement's completion, default and cancellation provisions with qualified help where needed.

Check the named project through DLD's Project Status Enquiry or the Dubai REST service. Recorded progress is evidence about the project, not a guarantee of its future completion date. The advertised 2027 delivery pipeline is less useful to your decision than the status of the particular building you are buying into.

For ready property, inspect the unit and communal areas. Review title, any lender-related restrictions and the existing tenancy if occupied. Request the actual service-charge statement and check the DLD Service Charge Index for approved charges. A tenant already in place gives you evidence to examine, not permission to assume a new rent or immediate vacant possession.

Financing and resale can change the comparison

The example deliberately uses cash. If you borrow, get lender terms for each actual property and compare the repayments, fees and funding dates. Do not assume a mortgage will be available for an unfinished unit on the same terms as a completed home, or that a later valuation will support the balance you planned to borrow. Our mortgage guide for foreign buyers covers the questions to put to a lender.

The off-plan initial allocation of AED 690,000 leaves AED 900,000 for later price payments. That money is not a reduction in the purchase price. Nor would dividing future annual rent by the first instalment give a comparable property yield. Use the full cost and the same income definition for both options; our gross-to-net rental yield example shows the method.

Avoid making a pre-handover resale essential to paying the next instalment. Read the assignment conditions, obtain the developer's current requirements and include transaction costs. The guide to selling off-plan before handover is a starting point. Neither a future buyer nor a profitable exit should be assumed in the funding plan.

Which investment fits your 2027 plan?

Ready property fits more naturally when early income matters, you value a physical inspection and the building's operating costs can be checked. It can still be a poor purchase at the wrong price. An empty unit needing repairs deserves its own letting delay in the model, rather than the immediate-income assumption used here.

Off-plan may fit a buyer who can fund every instalment, wait beyond the target handover and explain why the unit's price and specification justify the wait. A genuine price advantage, a different home design or the productive use of unspent cash could alter the result. Put those assumptions into the calculation instead of treating projected appreciation as money already earned.

This is an income-timing comparison, not an IRR calculation or a forecast of total returns. It leaves out changes in property values, resale costs and discounting, and assumes zero return on unspent cash. A full investment comparison must include those items consistently. Any expected gain from off-plan needs to be weighed against the missing rent and delivery risk.

Build a shortlist, then ask for the evidence

Put a ready unit and an off-plan candidate beside each other with the full purchase costs, payment dates and a defensible rental start date. Request the lease and collection history for the ready home, or the project status and sale agreement for off-plan. The payment-plan guide and off-plan safety checklist cover the detailed checks.

If residence eligibility is part of the decision, keep it as a separate file: see our 2027 Golden Visa property-buying plan. Then use the project directory to narrow the property search. The purchase needs to work as an asset as well as fit the timing of your application or move.

▸ FAQ

Is off-plan cheaper than ready property in Dubai?

+

Not automatically. A smaller first instalment spreads payments but does not reduce the agreed price. Compare the full acquisition cost of similar properties, including specification, location and the rent you forgo while waiting.

Does ready property produce rent immediately?

+

Only when it can be let and a tenant is paying. A completed home may need repairs, furnishing or time to find a tenant. For an occupied unit, check the lease and payment history instead of assuming a new market rent.

Which has the higher return in this 2027 comparison?

+

In the hypothetical 36-month example, ready property produces AED 270,000 of net operating income, versus AED 90,000 for off-plan on time or AED 45,000 with a six-month delay. These are income totals, not forecasts of capital appreciation or total investment returns.
